Permits:
Permits are needed for New Homes, additions, alterations, garages, demolition, sheds, decks, swimming pools, pool heaters, heating units, wood stoves/gas fireplaces, air conditioning, hot tubs/spas, roofing & siding, sprinkler systems, alarm systems, generators etc.
Two sets of plans are required when applying for a permit. These plans may be drawn by the homeowner or sealed plans prepared by a New Jersey Licensed Architect.
Homeowners can draw their own plans and perform their own work as long as they occupy the residence. Homeowners are to certify on the application that they are actually performing the specified work. For homeowner protection any contractor actually performing work should be on your application and licensed through the State of New Jersey.
Plan Review:
Some permits may require prior approval from the zoning office. Once zoning is approved, then the building department has twenty (20) business days, from the date of approval, to process the building permit. Plans may be reviewed by as many as four sub-code officials depending on the type of application.
Inspections:
All building permits will need inspections by the Building Department.
***AN APPROVED SET OF PLANS MUST BE ON SITE FOR ALL INSPECTIONS.***
***A SITE WITH NO PLANS, NO INSPECTIONS***
Please check with your contractor to coordinate inspections required throughout the building process.
Homeowners or contractors must call the Building Department to request the appropriate inspections.
NOTE: NJ STATE LAW 13:45A-16.2 Final inspections are required before final payment is made to the contractor.
FLOOD ELEVATION:
When building within an AE Flood Zone Area, the Building Department will require the applicant to submit a "Flood Elevation Certificate". This certificate must be signed and sealed by a New Jersey Licensed Surveyor. Please note the finished floor area along with all outside mechanicals which must be at a base flood elevation of 6' (Mean Sea Level), per NAVD 1988 Datum.
SINGLE FAMILY DWELLING RESALE:
When selling your home, a "smoke detector certification" is required through the State of New Jersey. For your convenience this is their website www.state.nj.us/dca/divisions/dfs/.
NOTE: Once issued, a Certificate is not transferable, nor is a fee refundable. If the change of occupant does not occur within 6 months, a new application shall be required.
Lacey Township does not require a Certificate of Occupancy for resale. Lacey Township does require a "Letter of No Interest". The cost of the letter is $50.00 cash or check payable to "Township of Lacey". Click here to download a request for a "Letter of No Interest" in lieu of a certificate of occupancy. This letter will assure the buyer that there are no open permits on the residence. Please allow 10 days for processing.
CARBON MONOXIDE DETECTORS
Since April 7, 2003, the Department of Community Affairs has required the installation of carbon monoxide (CO) alarms in one and two family dwellings. The installation of CO alarms in the immediate vicinity of all sleeping rooms in the dwelling is required if the dwelling contains a fuel burning appliance or has an attached garage.
NOTE: This requirement does not apply to furnace rooms, laundry rooms, garages, etc. CO alarms are to be installed within the immediate vicinity of the sleeping areas (within ten feet of sleeping areas, in the hallway, for example).
Lastly, remember that CO alarms must be installed in the location specified by the manufacturer (eg., wall, ceiling, etc.). They may be battery powered, hard wired, or a plug-in type.
